CGU points loss of $ 153.2 million

The Controller-General Union (CGU) concluded the audits carried out in contracts of works executed by Construtora Gautama with use of federal resources. The body showed losses of $ 153.2 million. The work involved the analysis of 21 agreements and contracts signed for the execution of works in several states.

For the works audited, the volume of resources released reached the total of $ 420.3 million, which means that the losses represented approximately 36.5% of the resources released. The audits of CGU served as a subsidy to the accusations made yesterday by prosecutors, from the so-called Operation Razor, triggered by the Federal Police.

The auditors found that CGU of the irregularities found, in most cases were similar. According to the national, had a modus operandi constant: the work plans of the agreements were approved without the necessary detail; bids were targeted for Gautama, and after the bidding, firmavam up contracts with generic imprecise definitions of services and quantitative .

Moreover, during the implementation of contracts, measurements showed inconsistencies and games, spreadsheet and subcontracts occurred on prices significantly below the budgeted. According to the CGU, finally, is practiced sobrepreço and overpricing of materials and services, as well as payments for services not performed.

Among the works of Gautama audited by CGU are doubling the pipeline system of the river San Francisco (Sergipe), the expansion of the supply of water from the river Pratagy (Alagoas), the dam of Rio Preto (Federal District); channel pipeline Sierra the Batateira (Bahia), the irrigation project for the settlement of Three Bars (Missouri), and implementation of the Light for All Programme (Piaui).

The work that showed a greater volume of injury was the doubling of the pipeline system of the river San Francisco, in Sergipe. The losses in that work came to $ 78.4 million in historical values. According to the CGU, the charge made as a result, principally, the practice of sobrepreço, facilitated by the restriction on the nature and direction of competitive bidding for the benefit of Gautama.

To investigate the possible involvement of public officials in the federal scheme, introduced three CGU Administrative Disciplinary Proceedings (PADs) and examines the possibility of setting up another seven.

Also, on account of irregularities found in audits, the chief minister of CGU, Jorge Hage, said in July last year, the inidoneidade of Gautama Construction Company for contracting with the government.
