House approves text on the project with changes in electoral law

The House of Representatives approved this Wednesday (8) several changes to electoral law in force. The main novelty is the regulation of advertising on the web, which can happen with restrictions. The parliamentarians also approved the donation by credit card for individuals and seek to require the submission of an elector and a document with a photograph at the time of voting. The proposal still must be approved in the Senate.

Proposal approved by the basic text, candidates can use all the tools available on the Internet as blogs, social networking sites and instant messaging to campaign. However, these tools can be applied using content produced by the candidate, the party or the coalition.

The advertisement paid by Internet, by text, remains prohibited. Candidates may not run in election propaganda of legal sites, even free. They also may not disclose their campaigns on official sites or those hosted by the government.

The sending of electronic messages to addresses registered for free by candidates, parties or by the coalition is released. In this case, it will be mandatory to have a mechanism that allows the voters reject the sending of such messages and leave the register within 48 hours.

If desired, the voter can support a candidate for a web tool, the content is produced individually and not make reference to other candidates.

The Internet portal with editorial content are authorized to hold debates among candidates. For this, need to obtain the concurrence of at least two thirds of candidates suitable for election, in the case of majority elections (governor, senator and president). In the case of proportional elections (state and federal deputies deputies), you need permission from at least two thirds of the parties or coalitions with suitable candidates.

The same rule was extended to debates on radio and TV.

The changes adopted in the basic text of the rapporteur of the project Mr Flávio Dino (PCdoB-MA) and Members can still change the text highlights approving the project, which are still being voted on. After the vote of the highlights, the proposal goes to the Senate. To come into force from 2010, everything has to be approved in both houses by the end of September.
