Hamas declares victory in Gaza but vows to rearm against Israel

Ismail Haniya, the deposed Palestinian prime minister and political leader in Gaza, said the "armed resistance" had triumphed by surviving the Israeli operation. 

A masked gunman from the Islamic group's armed wing said it would rearm in defiance of efforts to stop weapons smuggling into Gaza, a key aim of the war. "Do whatever you want," said Abu Obeida, spokesman for the Izzadin al-Qassam Brigades. "Manufacturing the holy weapons is our mission and we know how to acquire weapons." 

The frontman, whose face was wrapped in an Arab Keffiyah scarf, claimed Israeli estimates of the number of Hamas fighters killed were inflated. "We announce to our people the martyrdom of 48 Qassam fighters," he said. 

Israeli officials have estimated that up to 500 Hamas members were killed before it declared its goals had been met and halted Operation Cast Lead. 

An official announced the government would ensure all combat forces were withdrawn from Gaza by the time President-Elect Barack Obama is sworn-in as the US leader in Washington on Tuesday. 

David Miliband, the foreign secretary, told the House of Commons there were two post-conflict challenges facing Gaza: stopping the flow arms to Hamas and delivering reconstruction aid. 

Israel promised it would not stand in the way of substantial rebuilding in the devastated enclave – as long as Hamas does not benefit from the shipments of aid and cash infusions. 

"We want to see reconstruction support but we don't want to see Hamas boosted by the patronage and power that spending will bring," said Mark Regev, a spokesman for Israel's prime minister, Ehud Olmert. 

Benita Ferrero-Waldner, the EU external affairs commissioner, called on Hamas and factions controlled by President Mahmoud Abbas to unite, so that aid could be could be administered by civil servants from the Palestinian Authority. 

"We don't want to go on to reconstruct Gaza every I-don't-know-how-many-years," she said. "This is not what we want. What we would like to see is a clear sustainable peace." 

A total of 40,000 tonnes of food and medicines had been transported into Gaza since the offensive began, a spokesman for the Israeli humanitarian effort said. 

No air strikes, rockets or major clashes were reported in the coastal enclave. Palestinians used the calm to dig bodies and possessions from the rubble of the deadliest assault the Hamas stronghold has ever seen. 

The overall death toll of Operation Cast Lead stood above 1,300, including more than 400 children. Another 5,300 were wounded. Israel reported a death toll of 13. 

Hamas officials said 5,000 homes, 16 government buildings and 20 mosques were destroyed and 20,000 houses damaged in the three-week war. 

Mr Regev said Israel had monitored comments from Gazans blaming Hamas for embroiling the territory in conflict by maintaining rocket attacks. Before the war, Israeli intelligence indicated the operation would compound popular dissatisfaction with Hamas over deteriorating living conditions. 

Arab leaders met in Kuwait after weeks of squabbling over Israel's offensive. 

King Abdullah of Saudi Arabia warned that an Arab peace initiative that guaranteed Israel's long term existence in return of a Palestinian state would "expire" if hostilities continued. 

Seventeen Arab heads of state attended a two-day summit where a $2 billion fund to rebuild Gaza was set up. 

A poll published on Monday showed that the war had boosted the political standing of Ehud Barak, the defence minister, but not the ruling Kadima Party, led by Tzipi Livni, the Foreign Minister. 

The former prime minister, Benjamin Netanyahu, is favourite to win a general election next month but it is likely that Mr Barak will retain the defence portfolio under either Miss Livni or Mr Netanyahu. 

The Israeli newspaper Haaretz reported that senior officials were braced for legal actions in America and Europe alleging war crimes had taken place in Gaza. Amnesty International said there was "clear and undeniable" evidence that Israel used white phosphorus – banned under international law in civilian areas. 

It said: "Amnesty International delegates visiting the Gaza Strip found indisputable evidence of widespread use of white phosphorus in densely-populated residential areas in Gaza City and in the north." 

Gaza 'looks like earthquake zone'

Correspondents in Gaza City say entire neighbourhoods have been flattened and bodies are still being recovered. 

The UN says it is still sheltering at least 35,000 Palestinians while 400,000 people are without running water. 

Israel says it will allow 143 trucks loaded with humanitarian aid into Gaza plus 60,000 litres of fuel. 

Israel launched its offensive on 27 December to stop Hamas militants firing rockets into Israel. 

Palestinian medical sources say at least 1,300 Palestinians were killed and 5,500 injured during the conflict. Thirteen Israelis were killed.

Airbus crashes in New York river

All 150 passengers, three flight attendants and two pilots were rescued in freezing weather, with a number later treated for unspecified injuries. 

The US Airways Airbus A320 crashed just after taking off from LaGuardia Airport heading for Charlotte, North Carolina. 

Officials believe the plane may have collided with a flock of geese. 

Rescue boats plucked passengers, who could be seen wearing life jackets, from the wings of the plane. 

The BBC's Greg Wood, in New York, says the aircraft was drifting rapidly down the Hudson as the rescue was carried out.

Grim US data sparks shares slide

The 2.7% fall in December retail sales has sparked fresh fears about the state of the world's largest economy, analysts said. 

London's FTSE 100 index closed down by more than 5% in mid-afternoon trading, with banks among the biggest fallers.

EU bid to revive Russia gas deal

Russia has said it cannot implement an agreement with Ukraine to resume gas flows to Europe, accusing Ukraine of adding "unacceptable" conditions. 

Several European countries have been left without gas in severe winter weather as the dispute rumbles on. 

The head of the European Commission and Ukraine's prime minister now say they will seek to address Russian concerns. 

Russian President Dmitry Medvedev said Kiev had added provisos contradicting Moscow's position and that the deal was "null and void" until it was resolved. 

But EC President Jose Manuel Barroso spoke to Ukraine's Prime Minister Yulia Tymoshenko by phone on Sunday in an effort to resolve the dispute. 

The pair agreed with her to separate Ukraine's declaration from the main text of the agreement, said a spokesman for the European Commission, which negotiated the deal.

Helicopter explodes and one person dies in Itupeva
